Landell Mills has been recruited in order to : • Revisit the inventory and report on state of repair and the diagnosis of the rural sector (component agriculture and rural development) • Revisit the objectives and strategic choices • Revisit the priority action program and the system to implement and the monitoring and evaluation The rereading of the RSDS component MINADER has allowed for an updated strategic document putting in relief : • The synthesis of the vision of the sub-sector related to the national view of development and orientations of the DSCE • Updated objectives and strategic lines to reach them • A list of programs and priority projects of the sub-sector implying an indication of the timing sheet, actors involved in the implementation, financial sources and monitoring results’ indicators |

| Final Evaluation of the Land Reform Component of the RPRP | Namibia | 01/10/2010 | The Final Evaluation of the Land Reform Component aims to conduct an assessment of the use that has been made of RPRP support through a series of activities with the Namibian Ministry of Land Reform over a five year period from 2005 to 2010.
The overall objective of the final evaluation is to assess the impact of the land reform measures on the living conditions of the end users of MLR policies and programmes and on Namibian citizens in general. The evaluation will assess whether the burden of funding the resources provided was successfully passed on to the MLR and whether the correct strategies and approaches were chosen. The activities evaluated comprise: aid to the resettlement programme, the conversion of Deeds Registry records into computer-compatible formats, communal land registration, the acquisition of digital aerial photography, mass valuation of commercial farms, upgrading of the ICT infrastructure in the Ministry, and the provision of bursaries for qualifying training of selected Ministry staff members.
