Assistance to Micro and Small Enterprises ProgrammeKenya01/03/2012

The overall objective of the Assistance to Micro and Small Enterprises Program (ASMEP) is to improve private sector development with specific focus on Micro and Small Enterprises, growth of the Kenyan economy and poverty alleviation. Landell Mills provides TA to the Ministry of Trade and its Programme Management Unit with the aim to facilitate the successful and timely delivery of ASMEP.

The TA consultant supports the PMU in the following main areas:

  • TA during the Implementation phase of the ASMEP in order to build synergy and linkage within the programme components.
  • Networking with programme implementing partners.
  • Preparation and implementation of programme estimates.
The expected results are as follows:
  • Legal documents for the engagement of the Programme’s Implementing partners.
  • Prepared and approved Programme Estimates for ASMEP-PMU and for the Micro Enterprise Support Programme Trust.
  • Ensure the capacity of ASMEP-PMU is built to a level where programmes can be managed in a sustainable manner.

Support to the revision of the rural sector development strategy Cameroon01/01/2012The overall objective of this project is the revision of the rural sector development strategy (RSDS) component MINADER (Ministry of agriculture and rural development) in the frame of the declension of the DSCE (strategic document for growth and employment) in several ministerial strategies. The goal is to improve the visibility of this document and to identify the most relevant aspects of the DSCE that should figure in the ministerial strategy. Landell Mills has been recruited in order to : • Revisit the inventory and report on state of repair and the diagnosis of the rural sector (component agriculture and rural development) • Revisit the objectives and strategic choices • Revisit the priority action program and the system to implement and the monitoring and evaluation The rereading of the RSDS component MINADER has allowed for an updated strategic document putting in relief : • The synthesis of the vision of the sub-sector related to the national view of development and orientations of the DSCE • Updated objectives and strategic lines to reach them • A list of programs and priority projects of the sub-sector implying an indication of the timing sheet, actors involved in the implementation, financial sources and monitoring results’ indicators

Landell Mills provides one long-term staff to assist the Government of Malawi. His task is to ensure partnership in the implementation of the Food and Nutrition Security Policy and cultivate inter-ministerial ownership of the policy and its M&E system.

The project purposes are to:

  • Ensure availability of accurate information from the Food and Nutrition Security Policy M&E system for correct and timely decision making
  • Support the different departments/institutions, in the implementation of the M&E system of the Food and Nutrition Security Policy
  • Run the daily activities of the Food Security Joint Task Force Technical Secretariat

The target beneficiaries are predominantly the Ministries and non-state actors. The ultimate beneficiaries are the rural population of Malawi dependent on agriculture for their livelihood.

Evaluation Mine Action in Tigray, Afar and Somali RegionsEthiopia01/10/2010

The specific objective of the Mine Action in the Tigray, Afar and Somali Regions of Ethiopia in Support of Peacebuilding Initiatives (ACP RPR 44 – FA No. 9464/REG) is to continue the Ethiopian Mine Action Office’s mine action activities beyond 2006 and to significantly increase Ethiopian mine action productivity.

The overall objective of the Action is to allow families, including internally displaced persons (IDPs), in Tigray, Afar and Somali regions to enjoy the benefits of sustained peace and stability, to live free of the threat of landmines and unexploded ordnance (UXO), and to make full and productive use of land for agricultural development leading to increased food security.

Landell Mills is providing two consultants to conduct a final evaluation of the Mine Action project in order to provide the Government of Ethiopia and other stakeholders with sufficient information to:

  • make an overall independent assessment about the past performance of the Mine Action, paying particularly attention to the impact of the project actions against its objectives;
  • identify key lessons and to propose practical recommendations for follow-up actions.
The methodology used when conducting the evaluation comprised:
  • a Desk Phase of analysis of documents leading to identification of key questions.
  • a field visit to Ethiopia, including visits to offices in Addis Ababa to discuss the evaluation questions and seek information from key respondents, as well as two field trips to demining sites.
  • preparation of the final evaluation report and its review in the light of comments from project partners.
Final Evaluation of the Land Reform Component of the RPRPNamibia01/10/2010

The Final Evaluation of the Land Reform Component aims to conduct an assessment of the use that has been made of RPRP support through a series of activities with the Namibian Ministry of Land Reform over a five year period from 2005 to 2010.

The overall objective of the final evaluation is to assess the impact of the land reform measures on the living conditions of the end users of MLR policies and programmes and on Namibian citizens in general. The evaluation will assess whether the burden of funding the resources provided was successfully passed on to the MLR and whether the correct strategies and approaches were chosen.

The activities evaluated comprise: aid to the resettlement programme, the conversion of Deeds Registry records into computer-compatible formats, communal land registration, the acquisition of digital aerial photography, mass valuation of commercial farms, upgrading of the ICT infrastructure in the Ministry, and the provision of bursaries for qualifying training of selected Ministry staff members. The structure of the evaluation will be based on five DAC criteria developed by the OECD, namely:

  • Relevance
  • Efficiency
  • Effectiveness
  • Impact
  • Sustainability
