Technical Assistance for the institutional review of the Barbados Sugar Cane Industry

The overall objective of the Institutional Review of the Barbados Sugar Cane Industry is to facilitate the transition from the traditional sugar industry to a new sugar cane industry that functions more efficiently and that is more profitable than its predecessor. From this overall objective derives a threefold purpose, which is:

  1. Institutional restructuring and strengthening of the Barbados Agricultural Management Corporation (BAMC);
  2. Restructuring and strengthening of independent and small farmers;
  3. Support to displaced workers.
The results to be achieved are the following:
  • Improved management of the BAMC and the sugar farms;
  • Improved financial performance of the BAMC and the sugar farms;
  • Greater efficiency and cost effectiveness of the operations of BAMC’s agricultural equipment workshop;
  • Greater efficiency and cost effectiveness in the harvesting and transport of cane from BAMC managed farms to the factory;
  • Improved performance of BAMC’s Agronomy and Research Variety Testing Unit;
  • Greater efficiency and cost effectiveness in the harvesting and transport of cane to the factory;
  • More effective and efficient programme of incentives to stimulate sugar and non-sugar agricultural output;
  • Provisions of solutions after consultation on and analysis of general concerns of growers;
  • Identification of appropriate training needs for displaced workers;
  • Identification of alternative opportunities for employment;
  • Identification of finance and technical assistance resource needs for displaced workers who choose to become self-employed;
  • Identification of the institutions that are best suited to assist displaced workers who choose to become self-employed.
TA for the establishment of a Land Sales and Development AgencySt Kitts and Nevis15/11/2010The objective of the Technical Assistance (TA) is to assist the Government in establishing a Land Sales and Development Agency with transparent and accountable governance arrangements as set out in the policy documents, “Proposals for a Land Sales Agency” and “Land Management Strategy and Policy Issues”. The TA is reviewing all aspects of the operations of the WDC, as well as other agencies responsible for the management and sale of public lands in St. Kitts and Nevis, with a view to making recommendations for the restructuring and upgrade of the WDC, to assume the role of the Government’s Land Sales and Development Agency. Specifically, the TA is: (a) assisting the Government in defining the objectives, delineating the responsibilities and identifying performance measures and targets for the new Land Sales and Development Agency; (b) defining the key outputs and major business activities to be performed by the new agency and outline its main business processes; (c) proposing the most effective legislative and policy framework, and organisational structure (including governance requirements) for achieving these objectives and performance targets/measures; (d) preparing an action plan for establishing the new organisation (detailing cost/resource requirement, timelines, etc.); (e) facilitating the preparation of a business plan for the first five years of operations; and (f) preparing job descriptions for positions identified within the recommended structure.
Action plan for promotion of a regional agribusiness sector CARICOM member states01/08/2010

The project seeks to develop a strategic framework for regional agribusiness development, and promote training and dialogue among national and regional policy makers and relevant private sector stakeholders to advance the agri-business/commodity development agenda. The overall objectives of the project are to:

  • Develop a strategic framework for regional agribusiness development, which includes action plans for targeted commodities; and
  • Promote dialogue among national and regional policy makers and relevant private sector stakeholders to advance the agri-business/commodity development agenda.
The purpose of this consultancy is to develop an Action Plan for the promotion and development of two areas:(i) a regional agribusiness sector(ii) targeted commodity enterprises. Through a Report analysing (i) the status of agribusiness and agri-trade of the CARICOM countries, (ii) the opportunities and constraints to agribusiness development and competitiveness and (iii) carrying out commodity chain assessments, the experts will propose recommendations by way of an Action Plan for (i) developing a regional agribusiness sector and (ii) developing targeted commodity enterprises. Findings will be presented at a stakeholders¡¦ workshop, organised by CARICOM Secretariat. The expected outcomes are:
  • Enhanced policy and technical advice and transition mechanisms provided to decision-makers to facilitate implementation of new arrangements between public and private sectors for developing a viable agribusiness sector;
  • Increased awareness among producers, agro-processors, exporters of opportunities within domestic and regional markets particularly for targeted commodities;
  • Increased agro-business investment proposals developed and funded, particularly for proposals that are regional in scope;
  • Increased coordinated pro-agribusiness policy measures developed/strengthened and implemented.
The project is based in Guyana but the team is undertaking significant travel throughout the region to meet key stakeholders and to collect data.

Consultancy for Provision of Technical Assistance to Rural Enterprises for Accessing Credit and Competitiveness Enhancement

The overall objective of the RESTORE programme is to promote rural economic development and diversification by improving access to credit by rural enterprises in Saint Lucia. The purpose of this consultancy was to provide technical support to entrepreneurs in the rural areas in ways that will enable them (either collectively or individually) to meet the lending requirements of the credit institutions and improve the success of their venture.

Technical Assistance was requested:

  • to assist individual micro and small enterprises and Cooperative Societies in Saint Lucia in meeting the requirements set by credit institutions for accessing credit and to provide advisory services in the use of credit acquired.
  • For the provision and professional services in key areas such as Business plan preparation, strategic planning, business incorporation, asset valuation and the like in the preparatory credit acquisition stages and provision of technical assistance and capacity building/ training after credit has been secured.
Landell Mills provided the services of the Rural Development Expert who contributed to the production of in-depth strategies in three areas:
  • Improving Access to Microfinance, including savings-driven and credit-driven strategies and institutions;
  • Policy Formulation and Implementation for Micro, Small and Medium-Size Enterprises (MSMEs); and
  • A Strategy to Expand Enterprise Development Activities.

The overall objective of the project is to support economic diversification and competitiveness by reinforcing the employment opportunities for the population adversely affected by the demise of the banana sector.

The specific objectives of the project are:

  • to improve the regulatory and legislative frameworks associated with agriculture
  • to improve the technical capacity for sustained agricultural development
Key activities include:
  • Providing training programmes in policy research methodologies, strategy development, strategic planning and project cycle management
  • Conducting feasibilities, technical designs, EIAs and other studies and consultancies to stimulate investment and support interventions to improve regulatory and legislative frameworks in the sector.
The expected outcomes are:
  • Result 1: An appropriate legislative and regulatory framework for sustained agricultural development is in place
  • Result 2: Training in policy research methodologies, strategy development and strategic planning and project cycle management undertaken
  • Result 3: Public sector project proposals
  • Result 4: Planning capacity of the Ministry of Agriculture reinforced

The overall objective of the project is to contribute to rural development by increasing income for producers and other stakeholders in the rural sector.

The study purpose is:

  • to examine and propose improvements to current infrastructure being operated in the reception, packaging and storage of fresh produce and horticultural commodities;
  • to formulate an island-wide system for the reception, packaging, processing and storage of fresh produce and horticultural commodities.
The expected results are as follows:
  • Result 1: Proposal prepared for the implementation of a system of agriculture and horticultural pack-houses and storage facilities;
  • Result 2: Designs and costing prepared for the construction and/or retrofitting of pack-houses and port storage at the national level;
  • Result 3: Draft tender documents for (i) equipment procurement (ii) construction and/or retrofitting of above facilities;
  • Result 4: Training and mentoring of stakeholders and potential operators
Grenada Business GatewayGrenada01/09/2008

Landell Mills has been contracted to undertake the Grenada Business Gateway Project. The overall objective of the project is to support economic diversification and competitiveness, and reinforce the employment opportunities for the population adversely affected by the demise of the banana sector.

This programme of support is translated into a strengthened Business Gateway at the Grenada Industrial Development Corporation (GIDC), upgraded enterprises, a thorough review of the legislative and regulatory framework for businesses and recommendations on improving the enabling environment for the Grenadian private sector.

The project also comprise an IT component to create a web portal and establish an enterprise tracking system, a shared Experts Database, shared export promotion database and a trade development database.

Training in entrepreneurship principles, together with training for the manager and business counselors, accreditation of the business advisers, and study tours to regional and international institutions are also scheduled.

Provision of Technical Assistance to the Agricultural Diversification Programme

To overall objective is to study and advise the GOSVG on the technical programme required to reorient and modernize the agricultural industry of St. Vincent and the Grenadines.

The specific objectives are:

  • Prepare and deliver a sensitization programme on the Agricultural Diversification Programme (ADP) to the general public and other stakeholders.
  • Identify weaknesses in agricultural marketing environment and advise GOSVG on ways of improving it.
  • Analyse constraints in agri-business development in SVG and propose solutions for improving same.
  • Advise the GOSVG on systems for improving agricultural information systems and services.
  • Improve systems for development and dissemination of appropriate research in SVG.
  • Advise on ways of improving an environmental management practices in SVG.
  • Identify and advise on strategies and investments for increase commercialisation within the agricultural sector and rural industry.
  • Assess and advise GOSVG on pertinent improvement to legislative and institutional framework within which agriculture operates.
  • Assist in sustainable development and functioning of farmers groups and related organizations in SVG.

Regional Technical Assistance for Support Services Sector in the Windward Islands

Landell Mills with Deloitte and Touche (now EMG) has been conducting Regional Technical Assistance for Support Services Sector in the Windward Islands.

The purpose of the project is to improve the competitiveness of the banana sector and to support diversification where such improvement is not sustainable through the successful development and implementation of programmes and projects designed under the Special Framework of Assistance (SFA)

  • Objective 1: Establish new productive infrastructure to create efficiencies necessary for the survival of the banana industry
  • Objective 2. Set up credit lines for farm development and commercial activities, channeled without exception through well established financial institutions
  • Objective 3: Initiation of diversification programmes varying from agricultural diversification towards global economic diversification of the rural sector
  • Objective 4: The creation of a national social safety net adequate to address the problems of the commercially marginalized producer in the rural sector
The project provided Technical assistance to the EC Delegation in Barbados and advice to the governments of Grenada, St Lucia, St Vincent & The Grenadines and Dominica on the development of social policies and social protection strategies
Rehabilitation of Windward Islands Banana Industry projectWindward Islands01/01/2003

This project faced a Windward Island banana industry that was smallholder based, with fragmented land holdings. Moreover, collection & transport was expensive, & quality had dropped below that of a number of competitors. European countries had traditionally limited imports of more cost-effective producers from Latin America, but this strategy was being threatened by WTO regulations on quotas & tariff barriers. The project aimed to increase the productivity of growers, particularly by irrigation where appropriate, increase volumes & therefore per-unit shipping costs, & raise the profile of Windward Islands bananas by looking at niche marketing strategies. It is also advised on the restructuring of the industry, reducing costs & making it more market oriented. Key elements were:

  • management & financial consultancy;
  • fresh produce marketing
  • irrigation development;
  • quality control;
  • agronomy & land management;
  • international trade policy advice.

A team of more than 10 specialists were convened to study the natural resources of the Oropouche watershed study. These included hydrology, hydrological engineering, economics, agriculture, sociology, wildlife experts, soils and agricultural engineering, marketing, agro-industry, institution specialist, draughtsmen, and design engineers. This resulted in a comprehensive report on options for development of the area.
