Technical Assistance for Introduction of Stock Assessment to the Fisheries Management System of Turkey


The overall objective of the project is to prepare the Ministry of Agriculture and Rural Affairs (MARA) for the introduction of the Common Fisheries Policy in Turkey.

This will be achieved by establishing and improving capacity in ecosystem based fisheries resource management in Turkey, this will cover three areas of technical assistance:

  1. Preparation of elaborated strategic approximation documents (action plans, programme, model, design, tender dossier and report) for initiation of ecosystem based resource management
  2. Training of MARA personnel
  3. Needs assessment, design of a model fisheries research vessel and preparation of a draft tender dossier for construction/supply of the proposed model vessel
Rural Governance and Development Programme- Formulation MissionAfghanistan01/04/2010

Landell Mills Limited is assisting the EU Delegation in Afghanistan and the Ministry of Rural Rehabilitation & Development ( MRRD) to formulate a new five-year programme in rural governance and development.

The overall objective of the new programme is to contribute to state building and to improve socio-economic recovery in Afghanistan. In particular, the programme aims to achieve the following results:

  • an improvement in the development process at sub-national governmental levels;
  • an increase in the strategic and policy capacity of the MRRD;
  • an increase in the capacity of the MRRD offices at provincial and lower levels to contribute more effectively to the development planning process;
  • an increase in investment mechanisms through national programmes of the MRRD.
The formulation mission will specifically evaluate:
  • funding channels and budget allocation;
  • needs and means to strengthen MRRD offices;
  • synergies with existing EC funded programmes;
  • donor coordination mechanisms in rural development and sub-national governance;
  • management options with an analysis of assumptions, risks and mitigating measures.
Field visits to provinces were conducted to critically asses the contribution of local offices of the MRRD to the development process.

Provision of TA to the Ministry of Agriculture, Animal Health and Food for the Implementation of the Animal Health Development Project

The overall objective of the Programme of which this contract will be part is ‘to contribute to institutional and organisational capacity building of the MAAHF to support the creation of sustainable animal health and production services in Afghanistan’.

This will be achieved through the following components:

  • A restructured Animal Health & Production Department
  • Central Veterinary Diagnostic Laboratory, Epidemiology Unit and regional / provincial laboratories as well as border inspection offices performing identified priority roles.
  • Local commercial production of quality assured bacterial vaccines
  • Capacity building
The Specific objectives which are part of our TA contract are as follows:
  • The MAAHF has successfully implemented necessary restructuring and reforms and the project is successfully executed within the fixed time frame: project expected results are achieved and contribute efficiently to the project purpose and overall objective.
  • The MAAHF has gained maximum ownership of the project and has built its capacity throughout the execution.
  • The Project’s “lessons learned†has been noted and contribute to an improved sector policy development and programming.
Provision of TA to the Ministry of Irrigation, Water Resource + EnvironmentAfghanistan01/04/2008

The objective of the Kunduz Food Security/Water Management project is to foster poverty alleviation through food security in the Kunduz sub river basin. Project components implemented to achieve this objective include:

  1. River basin water management – including the development of a river basin management plan and a river basin water authority;
  2. Social water management and community mobilisation – including investigations into how irrigation schemes are traditionally managed, and laying down the foundations for sustainable community management of schemes;
  3. Irrigation asset rehabilitation and development – including intake improvement and protection, desilting, construction of protection walls…etc;
  4. Upper water catchment conservation works – including measures to regenerate and restore upper catchments in an environmentally, economic and socially sustainable manner;
  5. Capacity building – of government staff at central and provincial levels.
Landell Mills have been contracted by the EC to provide long-term and short-term international and national TA to the MIWRE to assist in the implementation of this project. As well as technical issues work involves in particular:
  • Setting up monitoring and evaluation systems to monitor project progress against the logframe;
  • Writing terms of reference for the tendering of works;
  • Supervising the performance of NGOs and the private sector in the implementation of the programme.

Syrian European Business Centre, Phase II (SEBC II) – Programme Management Unit

The Syrian European Business Centre, through its Damascus and Aleppo offices, improves the competitiveness of the business sector and its business support institutions, against a backdrop of Syria’s progressive transition towards a market economy.

Through its Programme Management Unit, the SEBC provides Syrian companies with specialised consultancy, training, and export information services on a cost-sharing basis. These services, available strictly on a demand-driven basis, are provided either directly by the PMU and/or the local staff (approximately 30 professionals) or through the services of short-term international consultants recruited according to EU-MEDA procedures.

Through its Institutional and Policy Support components, SEBC contributes to the building of a market oriented business environment in Syria by conducting policy analysis, capacity building initiatives, sector surveys, and by offering relevant and timely recommendations.

Inventory and Economic Analysis of Selected Irrigation SchemesAfghanistan01/06/2004

The EC Water Management Programme, executed under the Ministry of Irrigation, Water Resources and Environment, focuses in the Kunduz River Basin. Its main objective is to enhance food security among rural communities by ensuring sustainable water supply, functioning and appropriate management of destroyed or damaged irrigation systems. It will contribute to the implementation of the river basin management policy recently promoted by the MIWRE. The programme focuses on the following main aspects:

  • physical rehabilitation of existing irrigation schemes
  • improvement of water management and distribution at irrigation scheme level and between the different water users along the river basin
  • capacity building and equipment of MIWRE and central and decentralised level
  • regeneration of upstream water catchment’s areas
Landell Mills was contracted to identify a short-list of irrigation schemes to be rehabilitated under the Programme in the provinces of Kunduz, Baghlan and Takhar. Information was collected for each scheme on the command area, expected cost of rehabilitation, rehabilitation needs and investment priority. Recommendations have been given on the scope of activities for the programme, with specific reference to the need to respect existing social infrastructures and norms. A GIS/satellite mapping exercise was also undertaken to prepare a set of base maps covering these schemes.

Preparation of detailed designs and tender dossiers for works and services related to Veterinary Border Inspection Posts

The project envisages the upgrading/new construction of three VBIP in Istanbul, Turkey, namely the airport and two seaports. The actual building works of the one or more VBIPs to be constructed among the above is determined by the budget available for the project (EURO 1.8 million), and the costs involved in each VBIP.

The services provided by the Consultant under this contract included:

  • Carry out a comprehensive study, assessing in detail the need for upgrading the veterinary border control facilities at the Istanbul airport and two seaports in line with EU standards, including detailed designs, technical specifications and cost estimates for the necessary works.
  • Prepare Tender Dossier(s) of the works for the rehabilitation and/or construction of the VBIPs.
  • Prepare Terms of Reference and Tender Dossiers for the supervision of construction works for the above VBIPs.
Yemen Food Security Programme: Construction of Small DamsYemen01/12/2001

Landell Mills consortium provided the services of an engineering expert to the Government of Yemen. The expert was responsible for providing advice to the Project Implementation Unit of the Small Dams Project and the National Water Resources Authority, to assess the resources to be invested in infrastructure in the water and soil conservation sector.

Tasks included:

  • Selecting appropriate dams according to feasibility studies
  • check catchment areas of dams; and check dam design and construction
  • co-operate with Tihama Development Authority in selecting appropriate projects for 2000/2001
Development of agricultural exportsEgypt31/12/1999

Landell Mills Ltd were contracted to assist in the development of the exports of Egypt’s processed agricultural products to Europe. The team carried out a review of Egypt’s potential and subsequently focused on niche products where there was a high value added component and a degree of market uniqueness. An opportunities portfolio was prepared and presented to potential buyers in the UK. Following this one-week inward buyer mission was organised. Over US$ 1,000,000 of orders were raised in the subsequent 6 months as a direct result of this.

Private Sector Development ProgrammeEgypt01/04/1999

Furniture: An inward buying mission of 8 EU furniture buyers was organised to visit 10 furniture companies. This was followed by prototype manufacture to European designs for target buyers in the EU and subsequent production using skilled hand craft resources in Egypt

Food Processing: An inward buying mission was set up by identifying 9 processed food companies with sustainable competitive advantage and matching them with 6 EU buyers. The mission resulted in more than $1M worth of orders being placed.

Fish Marketing StudyEgypt01/04/1996

The Egyptian Government have been in the process of privatising various Government owned businesses, including their fish marketing company. The task for Landell Mills was to carry out a thorough review of the Egyptian fish market and supply. A broad valuation of the assets and operational methods of the National Fish Marketing Company was also undertaken.
