| Arque & Tapacari Valleys Rehabilitation Programme | Bolivia | 01/01/2005 | Landell Mills, through the provision of a European Co-Director and national Finance and Administration Manager, managed this regional development programme that sought to assist the Prefectura (provincial administration) and local municipalities in providing economic opportunities for the people of the Arque and Tapacari districts. The Programme provides positive incentive mechanisms for preventing local seasonal migration in the form of improved irrigation and cropping, stabilisation of terrain, tree planting, soil conservation, road building, and the construction of education and health facilities. It also worked in handicraft and tourism promotion. It had a 7 m EUR grant fund to implement this work. The project was undertaken with consideration for local customs, with an understanding of previous work done for the benefit of the local communities, and with the project beneficiaries determining the nature of the assistance and providing at least 50 percent of the labour input. The programme sought to support and develop the capacity of local government institutions through working with and training 26 local government staff as part of the programme. The programme also supported numerous local NGOs, many of whom were developed with the support of prior EU funding, through encouraging them to avail their services for individual project activities.

| VECEP Artisanal Fisheries Development Project | Venezuela, Ecuador, Colombia and Peru | 01/10/1999 | This is a continuation of the previous programme (PEC) that LML implemented. LML provided the core management team responsible for the design of a detailed development plan and its implementation throughout the four countries over the five-year span of the project. LML also provided a wide range of technical expertise covering all the specialist areas that the project required. The main objectives were continuation of support for the fisheries and aquaculture sectors along the Pacific Coast from Peru to Colombia and along the Caribbean/Atlantic coast from Colombia to Venezuela. The particular emphasis of this much larger programme was resource evaluation and environmental aspects, artisanal fisheries development and training at all levels. Developing sustainable management regimes for the fisheries and aquaculture industries of the region (and especially for Peru's huge fishery - potentially the world's largest and of great domestic importance) was of particular importance. This is now being transferred to other projects in the region. The project also helped Colombia develop an institutional basis for fisheries management (there was formerly no responsible structure for its management) and has helped develop some 25 artisanal fisheries communities, some with landings as large as 30,000t/year. This significantly increases food rather than fishmeal use of fish, especially with a view to supplying poor inland communities which was a central objective which is now being achieved. |
