Assistance to Micro and Small Enterprises ProgrammeKenya01/03/2012

The overall objective of the Assistance to Micro and Small Enterprises Program (ASMEP) is to improve private sector development with specific focus on Micro and Small Enterprises, growth of the Kenyan economy and poverty alleviation. Landell Mills provides TA to the Ministry of Trade and its Programme Management Unit with the aim to facilitate the successful and timely delivery of ASMEP.

The TA consultant supports the PMU in the following main areas:

  • TA during the Implementation phase of the ASMEP in order to build synergy and linkage within the programme components.
  • Networking with programme implementing partners.
  • Preparation and implementation of programme estimates.
The expected results are as follows:
  • Legal documents for the engagement of the Programme’s Implementing partners.
  • Prepared and approved Programme Estimates for ASMEP-PMU and for the Micro Enterprise Support Programme Trust.
  • Ensure the capacity of ASMEP-PMU is built to a level where programmes can be managed in a sustainable manner.
Assistance to Pacific ACP States (PACPS) in EPA Negotiations - Component 1Fiji, Vanuatu, Tuvalu, Palau, Kiribati, RMI30/11/2010Assistance to the Pacific ACP States (PACPS) to prepare or revise their trade in goods market access offers for the purpose of EPA negotiations - Component 1: HS Conversions and gathering 2006-2008 Trade Data. The PACPS have been participating in the EPA negotiations since 2002. Realising that more resources were required to assist PACPS to prepare or revise their offers, PACPS requested assistance from TradeCom to convert their tariff codes to the 2007 HS and to amend their Customs legislation to implement the Harmonised System (HS) 2007. This action is divided into 3 components: 1) Conversion of current tariff codes to 2007 HS, gathering the 2006-2008 trade data and transposing it into the 2007 HS; 2) Using the 2007 HS and the 2006-2008 trade data to update the EPA Data Tool and conducting in-country training on how to use the Data Tool to formulate market access offers; 3)Conduct a regional market access workshop to assist PACPS to finalise their offers and consider relevant issues relating to EPA trade in goods prior to further negotiations with the EC.
TA for the establishment of a Land Sales and Development AgencySt Kitts and Nevis15/11/2010The objective of the Technical Assistance (TA) is to assist the Government in establishing a Land Sales and Development Agency with transparent and accountable governance arrangements as set out in the policy documents, “Proposals for a Land Sales Agency” and “Land Management Strategy and Policy Issues”. The TA is reviewing all aspects of the operations of the WDC, as well as other agencies responsible for the management and sale of public lands in St. Kitts and Nevis, with a view to making recommendations for the restructuring and upgrade of the WDC, to assume the role of the Government’s Land Sales and Development Agency. Specifically, the TA is: (a) assisting the Government in defining the objectives, delineating the responsibilities and identifying performance measures and targets for the new Land Sales and Development Agency; (b) defining the key outputs and major business activities to be performed by the new agency and outline its main business processes; (c) proposing the most effective legislative and policy framework, and organisational structure (including governance requirements) for achieving these objectives and performance targets/measures; (d) preparing an action plan for establishing the new organisation (detailing cost/resource requirement, timelines, etc.); (e) facilitating the preparation of a business plan for the first five years of operations; and (f) preparing job descriptions for positions identified within the recommended structure.
Action plan for promotion of a regional agribusiness sector CARICOM member states01/08/2010

The project seeks to develop a strategic framework for regional agribusiness development, and promote training and dialogue among national and regional policy makers and relevant private sector stakeholders to advance the agri-business/commodity development agenda. The overall objectives of the project are to:

  • Develop a strategic framework for regional agribusiness development, which includes action plans for targeted commodities; and
  • Promote dialogue among national and regional policy makers and relevant private sector stakeholders to advance the agri-business/commodity development agenda.
The purpose of this consultancy is to develop an Action Plan for the promotion and development of two areas:(i) a regional agribusiness sector(ii) targeted commodity enterprises. Through a Report analysing (i) the status of agribusiness and agri-trade of the CARICOM countries, (ii) the opportunities and constraints to agribusiness development and competitiveness and (iii) carrying out commodity chain assessments, the experts will propose recommendations by way of an Action Plan for (i) developing a regional agribusiness sector and (ii) developing targeted commodity enterprises. Findings will be presented at a stakeholders¡¦ workshop, organised by CARICOM Secretariat. The expected outcomes are:
  • Enhanced policy and technical advice and transition mechanisms provided to decision-makers to facilitate implementation of new arrangements between public and private sectors for developing a viable agribusiness sector;
  • Increased awareness among producers, agro-processors, exporters of opportunities within domestic and regional markets particularly for targeted commodities;
  • Increased agro-business investment proposals developed and funded, particularly for proposals that are regional in scope;
  • Increased coordinated pro-agribusiness policy measures developed/strengthened and implemented.
The project is based in Guyana but the team is undertaking significant travel throughout the region to meet key stakeholders and to collect data.
Support for the revision of trade laws and regulations in the DRCDemocratic Republic of the Congo 01/08/2010The project aims to strengthen and develop trade policy in order to integrate the DRC into the world economy. The DRC is one of the few LDC’s not to have benefited from any significant trade-related technical assistance programs that would allow it to equip itself with appropriated tools for piloting and managing its commercial policy. The specific objective is to support the revision process of the legal and regulatory system in the trade sector, to bring it into line with international commitments and DRC’s development objectives. The technical assistance provided by Landell Mills Ltd consists of: Revising the laws and regulations governing trade activity in the DRC; Streamlining procedures and formalities that govern trade activity; Removing unnecessary barriers to trade under the rules and principles defined by the WTO; Training staff of the Ministry of National Economy and Trade in the importance of coherence in the legal and regulatory framework in the area of trade with international commitments and the objectives of national development.
Project Manager IGAD – Technical Assistance to IGADDjibouti, ESA/IO member states01/05/2010

The overall objective is to support the Secretariat of the Inter-Regional Co-ordinating Committee (IRCC) & contribute to the region’s integration process, as defined in the common 9th & 10th EDF RSP/RIP of Eastern & Southern Africa within the framework of the African Union, NEPAD & the Cotonou Partnership Agreement, through the provision of technical assistance to the Intergovernmental Authority on Development (IGAD).

The specific objectives of the project are:

  • To assist the IRCC in the timely, effective & efficient implementation of regional projects & programmes, in accordance with the priorities (focal & non focal areas) as identified in the 9th EDF ESA RIP
  • To support the finalisation of the 10th EDF RSP/RIP & the subsequent identification phase
  • To provide Technical Assistance to the IRCC & the Regional Authorising Officer (RAO) within IGAD
Landell Mills is providing the services of a Project Manager to give technical support to IGAD. The PM based in IGAD contributes in implementing activities related to each of the above objectives. The expected outcomes are:
  • Implementation assistance: full specific commitment of 9th EDF RIP & project formulation & implementation is ensured in accordance with respective financing agreements & EDF rules & procedures.
  • Preparation facility: support is provided to IGAD for the preparation & completion of the EDF 10 RSP, the identification of 10th EDF projects & programmes & for the channelling of 10th EDF funds using Contribution Agreements.
  • Monitoring & evaluation: M&E system is operational & continuation of an effective & efficient system of project M&E, & support to IGAD & EC in mid-term & final reviews is ensured.
  • Coordination, harmonisation & functional cooperation: improved coordination & harmonised working methods between Regional Organisations; enhanced coordination between IGAD & NAO at programme level & functional level; & improved coordination & collaboration between IGAD & EC Delegations.
  • Capacity building: enhanced technical & management capacity of IGAD, regional private sector organisations & NGOs.
Programme of assistance to the Regional Integration of CEMAC (PAIRAC)Central African Republic - CEMAC01/03/2010The PAIRAC project has an overall budget of EUR 16 million to support the central African regional integration process. Landell Mills technical assistance comprises five tasks: i) support in setting up an economic partnership agreement (EPA) to assist in negotiations and activities paving the way for the agreement; ii) tightening up multilateral surveillance, so as to facilitate economic convergence of EMCCA member countries; iii) support in strengthening customs union, especially via observance of existing regulations; iv) support in strengthening the common market, especially in order to consolidate and develop procedures currently underway; v) Institution-building (including programme management), particularly of the institutions most involved in the regional integration process. The project is based in Bangui, CAR, in the offices of CEMAC. The project will cover all central African countries, namely Cameroon, Congo, Gabon, Equatorial Guinea, CAR, Chad, Sao Tome et Principe The PMU’s task is to support the programming, implementation, monitoring and evaluation of the PAIRAC and other EDF funded programmes. The Sectoral Technical Assistance is specifically responsible for providing support in implementing the activities within their particular field of expertise and for managing complementary short-term technical expertise (preparation of TOR, coordination of activities, support and follow-up of the services provided). The technical assistance’s primary mission is to ensure the transfer of skills to the regional counterparts and to the officers of the CEMAC in order to maintain the sustainability of the programme.

The project aims to enhance the competitive and employment levels of Ghanaian MSMEs. The project is constituted of 3 main components. They key objectives under each component are:

  • Under the Access to Finance component of MSME to:
    1. increase the creditworthiness of prospective clients of the partner banks (in the PCG and LOC programs), thus increasing the number of new SME loans;
    2. help SMEs that have received loans from the partner banks to remain bankable, thus reducing the number of NPLs and increasing the growth of the firms;
    3. help business service providers to help expand services tailored for target SMEs; and
    4. support financial institutions that want to develop and expand term lending to SMEs or to develop additional financial instruments suitable for SMEs.
  • Under the Access to Markets of MSME to
    1. stimulate demand by eligible MSMEs for non-financial services that can improve their productivity and competitiveness;
    2. enable BDS providers to develop and market specialized BDS that are appropriate and affordable to MSMEs; and
    3. improve market information and public-private dialogue through support to business associations and policy advocacy groups.

    4. The Fund also facilitates linkages between MSMEs and larger firms and markets through support to clusters of firms or lead firms working with such clusters of MSME suppliers.
  • Under the Support to ICT Businesses and ITES Component of eGhana, the BDS Fund provides technical support and takes charge of the daily implementation requirements of three matching grants of the eGhana project:
    1. Matching grants for public and private training providers to create a skill-based workforce of trainers and professionals for the Business Process Offshoring sector,
    2. Performance-based subsidies matching grants for providers of incubation services to support the creation of businesses with activities in the ITES cluster,
    3. Quality Assurance matching grant for the development of a software testing facility in Ghana providing certification to ICT SMEs on relevant international standards.

This was embedded within an overall development goal ultimately to reduce poverty, encourage sustainable development and to enhance the quality and quantity of the delivery of health services and the Provision of Pharmaceutical products to meet social and economic objectives. The specific objectives of the project were to: Increase awareness on the implications of the WTO TRIPS and Public Health Agreement on the Health and Pharmaceutical sector in Ghana Undertake analytical studies on the Pharmaceutical Sector to identify legal, policy and institutional constraints and other obstacles preventing Ghana from taking advantage of the TRIPS, Public Health related Agreement and the enforcement of Patent Laws in the country In the light of the 2006 Post-Hong Kong Modalities review and analyze ongoing negotiations on the TRIPS Agreement and recommend WTO and Economic Partnership Agreement positions to Government and stakeholders within the sector The expected outcomes were: Result 1: 2-day awareness raising workshop Result 2: An inventory of existing policy and legislative instruments related to the TRIPS Public Health Agreement Result 3: Legal and policy reform issues Result 4: 4-day seminar to validate recommendations and develop an action plan
