Forest Sector Development Project (FSDP): Smallholder Plantation Forestry and Land Allocation Management
The Forest Sector Development Project (FSDP) operates in four provinces of Central Vietnam: Binh Dinh, Quang Ngai, Quang Nam and Thua Thien/Hue. The Project consists of four broad components, including, Component 1: Institutional Development; Component 2: Smallholder Plantation Forest; Component 3: Special Use Forest; and Component 4: Project Management, Monitoring and Evaluation.
The overall objective of the FSDP is to ‘…achieve sustainable management of forests and the conservation of biodiversity in special use forests, enhancing the contribution of forestry to rural poverty reduction and global environmental protection.’ This objective is being pursued through the following measures:
- Improving the enabling environment for sustainable forestry development and biodiversity conservation;
- Providing attractive packages to mainly poor farming households to plant trees on a sustainable basis, generating additional income and employment;
- Providing small competitive grants for managing priority special use forests of international importance effectively; and
- Enhancing authoritative capacity in regional, provincial, district and site-levels to provide needed support services and monitor and evaluate impacts and outcomes.

| Assistance to Micro and Small Enterprises Programme | Kenya | 01/03/2012 | The overall objective of the Assistance to Micro and Small Enterprises Program (ASMEP) is to improve private sector development with specific focus on Micro and Small Enterprises, growth of the Kenyan economy and poverty alleviation. Landell Mills provides TA to the Ministry of Trade and its Programme Management Unit with the aim to facilitate the successful and timely delivery of ASMEP.
The TA consultant supports the PMU in the following main areas:
- TA during the Implementation phase of the ASMEP in order to build synergy and linkage within the programme components.
- Networking with programme implementing partners.
- Preparation and implementation of programme estimates.
The expected results are as follows:
- Legal documents for the engagement of the Programme’s Implementing partners.
- Prepared and approved Programme Estimates for ASMEP-PMU and for the Micro Enterprise Support Programme Trust.
- Ensure the capacity of ASMEP-PMU is built to a level where programmes can be managed in a sustainable manner.

The overall objective of the project is to establish a sustainable fisheries sector by strengthening the capacity of authorities to protect marine resources and enforce appropriate fishing management practices. To achieve this, a central national system of water area surveillance will be established in the framework of the European Common Fisheries Policies (CFP).
Results to be achieved:
- Strengthen the Fishery Directorate’s capacity to manage MCS in fisheries. Build effectiveness in prevention of damage to marine resources and coastal ecosystems due to inappropriate or illegal fishing practices through restructuring and training of staff;
- Ensure compliance of all authorities with the legal framework and EC Regulations;
- Establish a functional Information Communication Plan and Vessel Monitoring System within the Coastal Guard and Ministry of Environment Forestry and Water Administration;
- Establish and ensure the compliance of responsible fishing principles and norms within the fishermen community.

Landell Mills provides one long-term staff to assist the Government of Malawi. His task is to ensure partnership in the implementation of the Food and Nutrition Security Policy and cultivate inter-ministerial ownership of the policy and its M&E system.
The project purposes are to:
- Ensure availability of accurate information from the Food and Nutrition Security Policy M&E system for correct and timely decision making
- Support the different departments/institutions, in the implementation of the M&E system of the Food and Nutrition Security Policy
- Run the daily activities of the Food Security Joint Task Force Technical Secretariat
The target beneficiaries are predominantly the Ministries and non-state actors. The ultimate beneficiaries are the rural population of Malawi dependent on agriculture for their livelihood.

This Programme comprises the following Components:
- Component 1: Grants to strengthen capacity and development initiatives at district and LLG
A grant facility will provide funding to district administrations, which also cover LLGs in the area.
- Component 2: Support to training and capacity building
Parallel to the provision of grants, the programme will support training and capacity building directly, initially through a number of individual activities and pilot actions.
- Component 3: Management support to the Department of Provincial and Local Level Government Affairs
- Component 4: Support to governance initiatives
The overall objective of the project, of which this contract is part, is to support the delivery of essential services to the population of PNG and to support the foundation for broad-based socio-economic growth.
The purposes of this contract are:
- To assist the PNG counterparts, mainly DPLGA, to strengthen the functioning of lower levels of government in PNG with a focus on district administrations and Local Level Governments and thus lay a good foundation for the implementation of the focal sector programmes of the 10th EDF;
- To strengthen the capacity of DPLGA – in synergy with the actions carried out at provincial level – in engaging with and supporting Districts and Local Governments.
The expected results of the project that the technical assistance should, through its support, enable DPLGA to achieve are:
- Result 1: Strengthened capacity of lower levels of government, in particular the district level and LLG, for services delivered and development initiatives strengthened
- Result 2: Increased accountability of local level government
- Result 3: Improved overall framework for the functioning of the lower level government
- Result 4: Efficient and effective management of the project and grant facilities

The overall objective of the Institutional Review of the Barbados Sugar Cane Industry is to facilitate the transition from the traditional sugar industry to a new sugar cane industry that functions more efficiently and that is more profitable than its predecessor. From this overall objective derives a threefold purpose, which is:
- Institutional restructuring and strengthening of the Barbados Agricultural Management Corporation (BAMC);
- Restructuring and strengthening of independent and small farmers;
- Support to displaced workers.
The results to be achieved are the following:
- Improved management of the BAMC and the sugar farms;
- Improved financial performance of the BAMC and the sugar farms;
- Greater efficiency and cost effectiveness of the operations of BAMC’s agricultural equipment workshop;
- Greater efficiency and cost effectiveness in the harvesting and transport of cane from BAMC managed farms to the factory;
- Improved performance of BAMC’s Agronomy and Research Variety Testing Unit;
- Greater efficiency and cost effectiveness in the harvesting and transport of cane to the factory;
- More effective and efficient programme of incentives to stimulate sugar and non-sugar agricultural output;
- Provisions of solutions after consultation on and analysis of general concerns of growers;
- Identification of appropriate training needs for displaced workers;
- Identification of alternative opportunities for employment;
- Identification of finance and technical assistance resource needs for displaced workers who choose to become self-employed;
- Identification of the institutions that are best suited to assist displaced workers who choose to become self-employed.

The purposes of this contract are:

- To strengthen the capacity of DCD in engaging with and supporting civil society.
The target area is every province in PNG.
The expected results of the programme that the technical assistance should, through its support, enable DCD to achieve are:
- Result 1: Strengthened capacity of NSAs to engage in national policy dialogue
- Result 2: Community based actions and projects are effectively designed and delivered and are coherent with / strengthen District / local level government (LLG) / Ward level planning processes
- Result 3: Strengthened financial, organisational, project cycle management and service delivery capacity of NSAs
- Result 4: Strengthened institutional and operational environment of NSAs
- Result 5: Efficient and effective management of the project and grant facilities.

The objective of the campaign is to raise public awareness on the first registration activities and mobilize support for the implementation of government reform of the immovable property registration system.
In the initial phase, the PAC will sensitize the public at large to the rationale and importance of immovable property first registration, the role, the rights and obligations of the owners of the immovable properties in the procedure and the cost to the individual.
During the second phase, the PAC will gradually shift its messages from awareness raising to educating the public regarding the government’s plans to improve the registration systems and, while new digital information archives and registries are put in place, encourage the citizens, municipal authorities as well as state and private enterprise managers and owners to register their properties in the revamped registration system.

- Preparation of elaborated strategic approximation documents (action plans, programme, model, design, tender dossier and report) for initiation of ecosystem based resource management
- Training of MARA personnel
- Needs assessment, design of a model fisheries research vessel and preparation of a draft tender dossier for construction/supply of the proposed model vessel
