Accountant (Timor-Leste)

 

You will work as Accountant on the European Union-financed Rural Development Programme Phase III (RDP3) in Timor-Leste which is managed by the Ministry of Agriculture and Fisheries (MAF) in cooperation with the Ministry of Infrastructure (MoI) in the Democratic Republic of Timor-Leste. You will be directly employed by Landell Mills Limited (LML) as the consulting party responsible for providing technical and operational assistance to RDP3. You will report to the RDP3 Contracts & Finance TA Expert and, in their absence, the RDP3 TA Team Leader. 

The position is for a one-year renewable term based in Dili but with regular travel to Manufahi district.

DUTIES

1.        Providing accounting and financial support to the main RDP3 office based in Dili and the RDP3 district office in Same, including:

a)         Control over both LML petty cash imprest funds and RDP3 petty cash imprest funds committed and disbursed in Dili and in Same;

b)        Accounting for and submitting reports on both petty cash funds in the required format;

c)         Updating the filing systems for both LML and RDP3 activities;

d)        Establishing and/or controlling RDP3 purchase orders and cheque payments;

e)         Ensuring complete payment files for all expenditure;

f)         Ensuring records and postings of expenses into the accounting software;

g)        Liaison with banks and suppliers as required;

h)        Weekly and monthly reconciliation of both LML and RDP3 petty cash and bank accounts;

i)          Liaising with the Office Managers in Dili and Same on a regular basis;

j)          Provide other general support to the TA team in bookkeeping and human resources activities.

REQUIREMENTS

i)      Good standard of English and Tetun;

ii)     At least 7 years relevant office working experience, ideally in the context of EU or other donor/international NGO-funded projects;

iii)     Fully computer literate, especially in relation to modern accounting software packages;

iiii)    Strong communication skills and a pro-active work ethic are considered as highly desirable.
