Lot 12: Humanitarian Aid, Crisis Management & Post-Conflict assistance
Landell Mills is Leader of European Commission (EC) Framework Contract (FWC) consortium for : Lot 12 – Humanitarian Aid, Crisis Management & Post-Conflict assistance.
The FWC is a facility that enables the EC EuropeAid services (in Brussels and decentralised Delegations) to rapidly mobilise experts for the short to medium-term missions all around the world. The FWC commenced in September 2009 and will run for an initial two years, with a potential further two-year extension.
Landell Mills invites experts to apply for our pool of active consultants potentially available to mobilise for specific assignments under the above-mentioned FWC.
The Person
Senior Experts: minimum of 10 years professional experience.
Junior Experts: minimum of 3 years of professional experience.
The Sector
Lot 12 – Humanitarian Aid, Crisis Management & Post-Conflict assistance
• Humanitarian aid needs assessment (medical and health-related matters, nutrition, water and sanitation, shelter…)
• Mediation, conflict resolution, reconciliation
• Emergency support needs assessment (including psycho-social, physical and economic damage assessment, reconstruction/rehabilitation planning and assessment of local implementation capacity and structure; socio-political situation among the population - “peace dividend”)
• Monitoring/observing cease-fire/peace accords, agreements
• Information/media support in crisis/emergency situations
• Demobilisation, disarmament and reintegration (DDR of armed forces, including child soldiers : dealing with arms disseminated within civil populations)
• Clearance of mines or unexploded ordnance (including mine awareness, marking of minefields, impact survey, training and research)
• Repatriation / resettlement of refugees or internally displaced persons (IDPs), support to host communities (including information, administrative preparation, transport, reception and short- and long-term reintegration)
• Linking relief, rehabilitation and development (LRRD including rehabilitation of social and economical infrastructures, like schools, health centers/hospitals, water/sanitation, markets, rural roads and public or private buildings, deemed necessary for the improvement of the minimal living - social - standards in post-crisis situation. Rehabilitation also includes economical measures permitting a long-term economical reintegration of crisis-affected populations.)
• Damage assessment / reconstruction planning
• Post-conflict transitional relief measures, including employment generation, transitional justice, security measures, Security Sector Reform
• Logistical support to operations (including planning of complex missions, transport, provision of security, telecommunications)
• Disaster preparedness (natural and man-made)
• Civil protection
• Exploratory missions for EU Election Observation Missions
