Multiple roles: South Sudan Cooperation Facility (Technical Assistance, Monitoring and Evaluation)

This contract will provide a range of services to the European Union (EU) Delegation to South Sudan over a 36-month period from January 2026 to December 2028. Services will fall under four main categories:

• Component 1: Provision of on-demand technical assistance to the EU for shaping its development cooperation with South Sudan.
• Component 2: Provision of operational third-party monitoring of EU-funded cooperation projects in South Sudan.
• Component 3: Provision of thematic evaluations of EU-funded cooperation projects in South Sudan.
• Component 4: Implementation of the EU’s campaign strategy and specialised communication on EU policy priorities for South Sudan.

• Key Expert 1: Team Leader and Key Expert – Component 1
• Key Expert 2: Senior Monitoring and Evaluation Expert – Components 1 and 2
