Formulation of the Global Ocean Programme on ocean governance, conservation and sustainable use

Oceans are essential for life and livelihoods. Over 3 billion people – the vast majority in developing countries – depend directly on marine and coastal space, biodiversity and other assets for their livelihoods and food security. They play a critical role in climate regulation and in global challenges such as sustainable economic development, food security, energy and green transition. The EU promotes the importance of developing new and emerging ocean-based sectors into catalysts for long-term, nature-positive and inclusive sustainable development. International development co-operation has a key role to play in ensuring that the expansion of the global ocean economy is guided by institutional arrangements, policies and financial flows that are aligned with the imperative of sustainability and with the needs of developing countries and the world’s poorest and most vulnerable people.

This global programme on ocean governance, conservation and sustainable use will support EU policies and priorities in international ocean governance while at the same time improving the resilience and livelihoods of people in developing countries, in particular Small Island Developing States (SIDS) and Least Developed Countries (LDCs). This will be sought, while maintaining the focus on core development cooperation objectives of poverty alleviation, human rights and women empowerment.

This programme prioritises development in the following key areas:

1) Support and initiate the development of novel collaborative approaches across sectoral and regional organizations, States, and stakeholders at the scale of marine regions in priority

geographic areas to address interlinked sustainability issues; promote multi-sector strategies and financing; support implementation of common management and planning strategies; facilitate engagement of relevant stakeholders to ensure transparency and equitability; support exchange of practices between regions and peers.

2) Contribute to building a more effective and comprehensive global system of area-based management tools (ABMTs), including effectively and equitably managed, ecologically representative and well-connected networks of marine protected areas (MPAs), both in and beyond national jurisdictions, while securing the rights of local communities as key actors and beneficiaries in conservation. Indeed, ecological limits, interconnectivity of ecosystems and extend of threats do not correspond to the legal delimitations established by the UN Convention on the Law of the Sea. Consideration will be given to how the Global Ocean Programme could build, among others, on the existing pilots of governance of transnational and high-sea areas, like for example in the Thermal Dome and the Sargasso Sea2 (two unique ecosystems sites located both in and beyond national jurisdiction).

3) Application of ecosystem-based approaches focusing on prevention of harmful impacts of economic activities, protection and restoration of marine environment. Ensuring that activities with a potential impact on the marine environment are submitted to solid and reliable environmental impact assessments and strategic environmental assessments will

also go a long way in stepping-up the sustainable use of ocean resources, both in and beyond national jurisdictions. The Global Ocean Programme will also improve capacities of partner countries to expand and maintain a monitoring of environmental impacts of authorised activities over the long term. After analysing the current situation, the Contractor should develop proposals for the Ocean Programme to scale up the systematisation, quality and enhanced transparency of environmental impact assessments and strategic environmental assessments for activities affecting the ocean and coastal zones, and their monitoring over the long-term.

4) The use of marine genetic resources (MGRs), a key activity in development, will also need solid and equitable management at global level to ensure the fair repartition of its benefits. Indeed, MGRs offer considerable opportunities, e.g., to strengthen food security, to discover new drugs to fight cancers, to develop biodegradable plastics in seawater or to help remedy pollution. A framework has been developed to ensure sharing of benefits from the use of the resources in national waters, but there is currently no such a framework for marine genetic resources found and taken in areas beyond national jurisdiction. The project will consider how the Global Ocean Programme could support developing partner countries in setting the conditions at national level to really benefit from the use of these resources by developed countries both in and beyond national jurisdictions.

Mid-Term Evaluation of the Pacific-European Union Marine Partnership (PEUMP) Programme

The small island states of the Pacific face significant structural challenges to economic growth and sustainable development. Combined with the impacts of global climate change and ocean acidification, these threaten most dimensions of development in the region. In this context, both oceanic and coastal fisheries still remain the most important marine resource for livelihoods, employment, food security and economic growth opportunities in the Pacific islands.

Positive developments have taken place in order to facilitate market access for the processing of these fishery resources (tuna, in particular) and their export to the European Union (EU). A number of Pacific states now benefit from a more favourable arrangement for trade between the two regions, and other regional initiatives have brought on improvements in the sustainable use of the region’s fisheries resources. At the national level, significant steps have also been taken in support of sustainable marine resource management.

Despite such improvements, key challenges remain to be addressed and form the rationale for essential interventions such as the multi-partner Pacific-European Union Marine Partnership (PEUMP) Programme. Funded by the EU (EUR 35 million) and the Government of Sweden (EUR 10 million), this 5-year action (2018-2023) focuses on providing equitable benefits for all Pacific states, whilst recognising the diversity of resources, needs and opportunities among its 15 Pacific-African Caribbean Pacific (P-ACP) countries of operation – the Cook Islands, Fiji, Federated States of Micronesia, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of the Marshall Islands, Tuvalu, Tonga, Samoa, Solomon Islands, Timor Leste and Vanuatu.

Implemented by several agencies (the Pacific Community (SPC), the Forum Fisheries Agency (FFA), the Secretariat of the Pacific Regional Environment Programme (SPREP) and the University of the South Pacific (USP), in collaboration with key governmental and non-governmental organisations in the region), the PEUMP Programme aims overall to ‘improve the economic, social and environmental benefits for these 15 P-ACP states arising from stronger regional economic integration and the sustainable management of natural resources and the environment.’ Its specific objective is to ‘support sustainable management and development of fisheries for food security and economic growth, while addressing climate change resilience and conservation of marine biodiversity.’

Its activities revolve around six Key Result Areas (KRAs) and a Programme Management Unit (PMU). The six KRAs are aligned with the two focal sectors of the regional roadmap – oceanic and coastal fisheries:

KRA 0 (PMU) - Effective overall coordination of the PEUMP Programme;KRA 1 - High quality scientific and management advice for oceanic fisheries provided and utilised at regional and national level;KRA 2 - Inclusive economic benefits from sustainable tuna fishing increased through supporting competent authorities and strengthening private sector capacities to create decent employment;KRA 3 - Sustainable management of coastal fisheries resources and ecosystems improved through better quality scientific information, IUU fishing reduced through enhanced monitoring control and surveillance of coastal fisheries, legal advice, support, mentoring and empowerment at community level;KRA 4 - IUU fishing reduced through enhanced monitoring control and surveillance of oceanic fisheries, improved legislation, access to information, and effective marine area management;KRA 5 - Sustainable utilisation of the coastal and marine biodiversity promoted through improving marine special planning, increasing climate change resilience, enhancing conservation, mitigation and rehabilitation measures;KRA 6 - Capacity built through education, training and research and development for key stakeholder groups in fisheries and marine resources management.

Formulation Mission - Ocean governance, sustainable blue economy, coastal management and marine conservation and restoration in West Africa

The West Africa maritime, coastal and inland water spaces are rich with aquatic biodiversity and resources (not only fish and other wildlife but also minerals, hydrocarbons, etc.) and support (or can support) a range of economic sectors, including fisheries, aquaculture, transport, tourism, oil and gas exploration, renewable energy, marine biotechnologies, blue carbon, etc.In a region where over 40% of the population lives in coastal areas, these activities make essential contributions to food and nutritional security, livelihoods, employment, exports and foreign currency. Nevertheless, it is widely recognised that the West African region is far from realising the full potential from its blue resources, although there is growing attention at the policy level to ocean governance and the sustainable blue economy, particularly at the international level (for example, through continental and regional policy frameworks in place such as ‘the African Union Blue Economy Strategy’ of October 2019 and the Blue Economy Strategy, which is being drafted by the ECOWAS Commission).
This present assignment will support the design of a regional programme in West Africa – guided by both EU and international/regional policy frameworks – focusing on three key areas/results:• Result 1: strengthening ocean governance, regional cooperation and coordination on policies, monitoring, control and surveillance and legal proceedings• Result 2: support sustainable Blue Economy through Integrated Coastal Zone Management (ICZM) to promote sustainable and climate-resilient blue economy value chain, green infrastructures in coastal zones, etc.• Result 3: conservation and restoration of oceans, coastal and marine resources.

EU-supported actions through such a programme will need to build on highly occupied areas, with multiple interventions (including through EU programmes) already addressing specific elements envisaged within the scope of the new regional initiative. Nevertheless, there are good reasons to believe that there is further potential to be attained from the blue economy through better regional cooperation, strengthened governance and better application of blue economic tools: in short, a clear rationale for the interventions anticipated. A regional agenda could usefully be built to tackle more efficiently challenges that are common to most of the countries in the region, such as maritime safety and security, protection of marine biodiversity, marine litter policy, climate change mitigation and adaptation, or development of waterborne transport. The proposed new initiative arises in the context of the 2021-2027 Multiannual Financial Framework, which allocates €70.8 billion for the 'Neighbourhood, Development, and International Cooperation Instrument – Global Europe' (NDICI – Global Europe) as the new instrument for EU cooperation and development with partner countries. The 2021-2027 budget will increase the effectiveness and visibility of the EU’s external policies, strengthen coordination with internal policies and give the EU the flexibility needed for a faster response to new crises and challenges. As part of the Multi-Annual Indicative Programme for Sub-Saharan Africa 2021-2027, the new regional initiative will follow the guiding principles of NDICI – Global Europe, along with EU strategies and priorities for ocean governance, blue economy and coastal conservation and for West Africa. At the same time, in order to achieve genuine regional impact, actions also need to fit within the continental and regional strategic frameworks (including EU-West Africa frameworks) and the programming needs of national and regional institutions.A key objective for the new initiative will be to identify common pathways between multiple (transboundary) actors and also to demonstrate how EU support can complement the objectives of regional and national stakeholders.

Regional Technical Assistance Facility in support of Job Creation and Investment in Eastern Africa, Southern Africa and Indian Ocean

In the context of the EU initiatives, EU-Africa Strategy, Team Europe initiative and Global Gateway, Landell Mills is contracted to deliver the Regional Technical Assistance Facility (RTAF), known as the Africa RISE programme. The RTAF is a demand-driven facility that supports the EU’s partnership with Africa on sustainable investments and jobs in 25 countries in Eastern and Southern Africa, and the Indian Ocean region. The facility delivers technical assistance covering seven sectors: public policies; statistics and indicators; financiers/risk takers; legal, institutional and procedural issues; private sector, employment creation and labour standards (labour market and employment – formal and non-formal); and trade.

Specifically, the facility provides technical assistance to strengthen access to finance and implementation of dedicated financial instruments and supports inclusive and sustainable growth, job creation and decent work. The Facility also promotes macro-economic policy and regulatory reform to create a business environment that encourages investment and trade, enhances the capacity of the private sector and promotes inclusive public-private dialogue leading to improved economic and social development.

The facility operates in a flexible and adaptive way - in line with its demand-led nature - and coordinates closely with DG INTPA, EU Delegations, national and regional stakeholders, and other projects (e.g., SWITCH to Green Facility, Investment Climate Reform (ICR) Facility, SOCIEUX+, Trade, Private Sector Development and Engagement (TPSD II) Facility, Digital for Development (D4D) Hub etc.). Example areas of support include:

promoting and strengthening inclusive public-private dialogue, private sector engagement and social dialogue; strengthening structured political and policy dialogue; strengthening the capacity of regional bodies and national administrations to design and implement legal, regulatory, administrative and institutional reforms that promote regional and continental economic/trade integration, economic stability, conducive business environments, and attracting investment within the overall strategy of promoting sustainable and inclusive economic and social growth; contributing to market analysis and market system development activities; analysing national/regional value chains and support their development; strengthening capacity and productivity of MSMEs; promoting women and young innovative entrepreneurship; identifying skills and sectors for high quality job generation; informing strategies to support informal and formal firms in their growth process by supporting increase access to finance, higher participation in local, national, regional and global markets, use of digital resources, improve support services with a clear goal of generating decent jobs; generating knowledge, studies and communication services.

Results to be achieved include:

Building the capacity of private organisations or interest groups and public sector representatives to engage in public-private dialogue and partnerships. Establishing and strengthening inclusive public-private dialogue and private sector engagement. Strengthening structured political and policy dialogue through the Sustainable Business for Africa Platform at country, regional and sector level – between the EU and private sector (from Europe and EA-SA-IO region). Strengthening and supporting policy and political dialogue between the EU and Partners’ countries and Regional organisations, with in particular a support to all Commission Directorates General sectoral dialogues. Strengthening the capacity of regional bodies and national administrations to design and implement legal, regulatory, administrative and institutional reforms that promote increased revenue mobilisation, trade, economic stability, regional integration, well-functioning financial markets, efficient and fair labour markets, conducive business environments, decent work, formalization of the economy and attractive investments. Strengthening the capacity and expertise of public and private actors at country and regional level to develop value chains with the highest potential for green and inclusive growth and decent job creation, including a strong focus on women, youth and persons with disabilities or marginalised groups to foster economic empowerment and/or pro-poor/smallholders impact. Improving the capacity of government, civil society organisations, specialised agencies and laboratories as well as of private sector actors to address the issues of social, labour and environmental sustainability as well as transparency, traceability, and certifications schemes and labs accreditation processes related to key value chains, including by strengthening quality infrastructure. Enhancing the capacity of people, in particular women and young entrepreneurs to set up businesses and access financial services and the labour market through facilitating their access to vocational training, information (legal, administrative, technical), credit, incubators/business angels’ mechanisms, targeted support on tax regimes, land acquisition, quality and access to public services (including e-services), judicial redress and anti-corruption mechanism. Enhancing knowledge and use of investment support financial instruments proposed by donors and development finance institutions, in particular the EU and EU Member States, to facilitate the financing of investments projects contributing to energy transition and green deal policies, circular economy, infrastructures, renewable energy, access to finance for SMEs, sustainable agriculture and agribusiness, sustainable cities and digital economy. Increasing the capacity for expertise and conducting relevant studies (gender and other analyses, feasibility studies, impact assessments, evaluations, mappings and data collection) relating to markets, value-chains, investments, innovation and trade; and strengthened knowledge creation and management as well as to engage in other relevant activities and exchanges. Strengthening public and private sector capacities to design policies or adopt measures and strategies in the field of productivity, strategic use of public procurement and development of e-procurement, social economy, cooperatives, formalisation, competitiveness, innovation, industrialisation, resilience, business and Human rights, and Labour standards. Providing analysis and designing plans in order to address the multidimensional impacts of the Covid-19 outbreak, and set up recovery measures.

Short-term Assistance to support the formulation of actions in ACP regions under the Intra ACP Climate Services and Related Applications Programme

The adverse impacts of climate change are a major challenge to socio-economic development globally. The countries of the African, Caribbean and Pacific (ACP) Group of States are particularly vulnerable to the consequences of climate change, including water stress and scarcity, food insecurity, diminished hydropower generation potential, loss of biodiversity and ecosystem degradation, increased incidence of disease burden, destruction of infrastructure and high costs of disaster management as a result of increased frequency and intensity of droughts, floods and landslides.

'Climate services',as defined by the Global Framework for Climate Services, include the timely production, translation, provision and use of climate data, information and knowledge for informed societal decision-making regarding climate risks. Enabling access to climate information and providing user-friendly climate services will help decision makers at all levels, including end users, in a wide range of sectors including agriculture and food security, disaster risk reduction, sustainable water and health, development and implementation of climate change adaptation strategies to reduce desertification and promote the conservation of biological diversity.

The Intra-ACP Climate Services and Related Applications Programme adopted in January 2018 (EUR 85 million over 6 years) aims to support the climate services value chain with technical assistance, financial assistance, infrastructure and capacity building to improve wide access and use of climate information, and to enable and encourage the generation and use of climate services and applications for decision making processes at all levels. Improving the quantity and quality of climate services offered by regional climate centres and hydro-meteorological organisations in ACP countries and increasing knowledge and information services will lead to their certification by the UN World Meteorological Organisation.

Under the action, the main expected results are:

Output 1) Interaction between the users, researchers and climate services providers in ACP regions is structured;Output 2) Provision of climate services at the Regional and National level is effectively guaranteed and secured;Output 3) Access to Climate Information is improved;Output 4) Capacity of ACP regions is enhanced to generate and apply climate information and products relevant to their particular concerns;Output 5) climate-informed decision-making is enhanced and climate services are mainstreamed into policy processes at regional and national levels.The actions will be implemented by the ACP Secretariat, the UN specialised agency World Meteorological Organization (WMO), the European Commission's Joint Research Centre (JRC), the Agence Française de Développement (AFD), the African Union Commission, the Intergovernmental Authority on Development (IGAD), AGRHYMET Regional Centre, the Caribbean Institute for Meteorology and Hydrology (CIMH), the Southern Africa Development Community (SADC) and the Secretariat of the Pacific Regional Environment Programme (SPREP).

The global objective of Landell Mills contract is to formulate actions under the Intra-ACP Climate Services programme adopted in 2018 (decision 038-833) in Short-term Assistance to support the formulation of actions in ACP regions under the Intra ACP Climate Services and Related Applications programme.

The specific objective of the assignment is to produce the description of the actions, including the Logical Framework and Budget (and other annexes where necessary) of each of the ACP regional organisations benefitting from the Intra-ACP Climate Services programme:

1. Agence Française de Développement (AFD) on behalf of the Indian Ocean Commission (IOC) [EUR 6 million];

2. The African Union Commission (AUC), including ACMAD and ECCAS [EUR 22 million];

3. the Intergovernmental Authority on Development (IGAD) [EUR 8 million];

4. AGRHYMET Regional Centre [EUR 8 million];

5. The Caribbean Institute for Meteorology and Hydrology (CIMH) [EUR 9 million];

6. The Southern Africa Development Community (SADC) [EUR 8 million]; and

7. The Secretariat of the Pacific Regional Environment Programme (SPREP) [EUR 9 million].
