Call for experts: Preparation of the Agricultural Transformation Acceleration Sector Development Program – Cambodia

Due to new technical assistance opportunities, applications are invited from qualified experts for an upcoming Asian Development Bank (ADB)-financed assignment supporting the preparation of the Agricultural Transformation Acceleration Sector Development Program in Cambodia.

About the project

The program aims to accelerate modernisation of the agricultural sector, strengthen agri-food value chains, expand commercialisation, develop wholesale market systems, and enhance the enabling environment for trade and exports.

The proposed contract will help design the program, which aims to contribute to the development of a competitive, climate-resilient, and inclusive agricultural sector in Cambodia. The key focus areas include strengthening digital agriculture, improving traceability and certification systems, developing wholesale market infrastructure, enhancing access to finance, and identifying strategies to navigate tariff and non-tariff barriers for key export markets. The contract will deliver sector assessments, feasibility studies, due diligence, and technical design for investment components and policy actions to support the program's design.

Required roles

High-calibre international and national specialists are sought for the following technical roles:

  • Digital Agriculture and Traceability Specialist (International & National)
  • Wholesale Markets Specialist (International & National)
  • Warehouse Receipts Financing Specialist (International & National)
  • Tariff and Non-Tariff Barriers Specialist (International & National)

All roles require inputs of 2 person-months.
