Landell Mills awarded multiple contracts under Services for External Action (SEA) 2023 Lots 7, 15 and 16
We’re pleased to share that our Frameworks division has been awarded multiple contracts under Services for External Action (SEA) 2023, in the following Lots:
- Lot 7 – Micro-Economic Analysis, Investment Climate, Private Sector, Trade and Employment.
- Lot 15 – Monitoring.
- Lot 16 – Evaluation at Intervention Level.

Lot 7: Mapping Clean Tech Industry in the Middle East and North Africa (MENA) region
- Funded by the Directorate-General for the Middle East, North Africa and the Gulf
- Implementation by Landell Mills in partnership with International Economics Consulting and Altai Consulting
- Running from September 2025-May 2026
This study will assess existing clean tech manufacturing capacity in select Middle East and North Africa (MENA) countries as well as exploring opportunities for industrial cooperation between the European Union (EU) and MENA. Building on the EU’s Net-Zero Industry Act and Global Gateway strategy, the study will identify potential value chains that combine European technological expertise with MENA countries’ cost-competitive skilled workforce and energy resources.
The team will combine desk research with extensive stakeholder consultations, including webinars, country-level interviews, and in-country missions. Data from a range of sources will be analysed, including:
- organisations such as the International Renewable Energy Agency, the United Nations Industrial Development Organization, and the United Nations Commodity Trade Statistics Database.
- regulatory and trade frameworks.
- human resource skills.
- rules of origin under the Pan-Euro-Mediterranean Convention.
The final outputs will include actionable recommendations for near-shoring, investment facilitation, skills development, and cooperation platforms. By combining quantitative analysis with local insights, the project will provide the European Commission with a robust foundation to support sustainable and inclusive EU-MENA clean tech value chains.
Lot 15: Third-Party Assessments – Improved Access to Secondary Education in Malawi

The Improving Secondary Education in Malawi (ISEM II) programme was developed to address challenges within the secondary education sub-sector in Malawi such as poor access to quality education and high levels of inequality in the system, in particular towards girls and the poorest in rural areas. It builds on the work of ISEM I which ran from 2016-2021.
In this third-party assessment, the evaluation team will consult with stakeholders – including central and district-level officials, school administrators, community members, and technical consultants – as well as carrying out on-site physical assessments of a sample of schools, focusing on areas such as:
- status of the project progress.
- functional usability of the buildings and materials provided.
- adherence to technical specifications and standards.
The third-party assessments will independently validate the results of ISEM II and provide robust, evidence-based insights to support effective implementation, strengthen programme outcomes, and inform future planning for the ISEM II programme.
Lot 16: Final Evaluation to Support Access to Finance – Angola

Under this contract, Landell Mills will evaluate the Supporting Access to Finance intervention which was implemented from 2021-2025 and followed a series of economic contractions fuelled by an over-reliance on the oil sector, weak public revenues, and inflation which contributed to high levels of unemployment – particularly amongst youth. The EU-funded intervention therefore aimed to enable economic diversification via private investment, SME development, market expansion, and poverty reduction.
The objective of the evaluation is to draw lessons and formulate recommendations for the National Network of Incubators, and to contribute to the development of a national strategy for economic diversification and the promotion of micro, small and medium enterprises (MSMEs). This will be done through five complementary phases which will:
- assess performance across all levels of the results chain, including outputs, outcomes, and impact.
- address the Organisation for Economic Co-operation and Development's Development Assistance Committee evaluation criteria.
- provide evidence-based recommendations to inform future support for economic diversification and the promotion of MSMEs.
Lot 16: Participatory Final Evaluation of the European Trust Fund for Peace in Colombia

This evaluation marks an important milestone in assessing almost nine years of EU support to peacebuilding efforts in Colombia through the European Trust Fund (EUTF).
Established in 2016 to accompany the implementation of the Peace Agreement between the Government of Colombia and the Revolutionary Armed Forces of Colombia – People’s Army, the EUTF has been a flagship EU cooperation instrument, supporting key components of the Peace Agreement such as rural reform and the social and economic reintegration of former combatants. It has also promoted inclusive territorial development; gender equality; and the empowerment of women, youth, and ethnic communities.
The final evaluation will take a participatory and context-sensitive approach, involving national and territorial stakeholders to assess the results, impact, and legacy of the EUTF. It will identify lessons learned, best practices, and strategic insights to inform future EU cooperation under the Global Gateway Strategy and the EU-Latin America and Caribbean Investment Agenda.
Lot 16: Ex-post Evaluation of the ARISE Plus Indonesia, and Final Evaluation of ARISE Plus Myanmar

Both of these evaluation assignments are part of the ASEAN Regional Integration Support (ARISE Plus) programme. They build on Landell Mills’ strong track record in delivering EU-funded evaluations across Southeast Asia, contributing to evidence-based policy and sustainable economic growth in the region.
The Evaluation of the ARISE Plus Indonesia will assess the programme’s contribution to trade facilitation, quality infrastructure, and small and medium-sized enterprise (SME) development; supporting the EU-Indonesia Comprehensive Economic Partnership Agreement. Our team will examine the programme’s effectiveness, sustainability, and lessons for future EU cooperation.
The Final Evaluation of ARISE Plus Myanmar will review the project’s achievements in supporting the integration of MSMEs into regional and global value chains; promoting inclusive trade; and fostering private sector resilience in a complex operating environment.
