Strategy developed under Landell Mills’ contract in Tanzania drives institutional change

In collaboration with the Tanzania Investment and Special Economic Zones Authority (TISEZA), Landell Mills is implementing the EU-funded initiative, Public Engagement for Investment Climate for Tanzania and Zanzibar 2024–2027.
As part of this initiative, a comprehensive Reinvestment and Investment Aftercare Services Strategy has been developed; aimed at encouraging reinvestment, retaining investors, and strengthening Tanzania’s reputation as a competitive, investor-friendly destination. The strategy is aligned with national objectives of sustainable and inclusive growth.
In August 2025, over 60 officers from across TISEZA’s directorates came together in Dar es Salaam to review and validate the Reinvestment and Investment Aftercare Services Strategy. Participants reviewed 14 strategic pillars through group discussions and presentations that covered:
- The importance and global best practices of Aftercare.
- TISEZA’s transformation from a facilitative agency into a proactive investment driver.
- Investor segmentation, digital systems and structural reforms to boost aftercare delivery.
The workshop helped to build consensus and strengthen ownership across TISEZA to ensure smooth implementation of the strategy, which has already began.
By strengthening collaboration across directorates and moving away from siloed operations, TISEZA is advancing towards its vision of becoming a truly investor-centric authority. This unified approach will not only help retain and expand current investments but also catalyse sustainable economic growth and job creation in Tanzania.
