Water Resources Management and Agricultural Production (WARMAP)

A large scale, multi annual EU financed project to develop a water use strategy, and the legal framework behind it, for the five Central Asian States utilising the waters of the Amu Darya and Syr Darya rivers. As well as attempting to stabilise or increase water flows into the Aral sea, the project is establishing hydrological, hydraulic, and agricultural databases and introducing technical and management reforms to improve water distribution and agricultural efficiency. A series of pilot projects are intended to demonstrate the feasibility of improving canal management, irrigation, drainage and agricultural environmental aspect because of the need to reduce land and water salinisation and place agriculture on a sustainable footing.

Project Poland

Promotion and Development of Rural Micro-Enterprises

Aim was to develop a pilot programme to promote and develop rural micro-enterprises in 21 selected local authority districts (gminas) in Poland, with the wider aims of stimulating off-farm employment opportunities in rural areas.

Key element were:

Formulation and testing of a rural micro-enterprise development methodology involving the identification of three groups of actors necessary for enterprise formation;Training of representatives of these three groups (rural economic activists, rural entrepreneurs and micro-enterprise counsellors) in the skills necessary for them to fulfil these roles effectively; and Documentation of all materials developed for further replication of project activities. Results achieved were:Over 1,200 people trained in micro-enterprise development, market research, local authority strategic planning and promotion and public relations. 87 new businesses started as a direct result of the project. Association of Rural Enterprise Advisers (AREA) established. Strategic plans assisted/prepared in 10 local authority areas. Local enterprise support centres set up in 18 local authority areas. Two publications produced on Farm Diversification and Opportunities for Private Enterprise

Project Vietnam

Agricultural rehabilitation Project – Rubber Rehabilitation Component

The Government of the Socialist Republic of Vietnam and the International Development Association jointly financed a rubber rehabilitation programme for the nine state rubber companies operating in the SE region under an agricultural rehabilitation project. The programme included the supply of agricultural inputs to rubber plantations, covering about 160,000 ha and the construction and/or rehabilitation of nine rubber factories.

Landell Mills provided an international expert recruited to serve as resident training adviser to assist the General Rubber Company in implementing the project and generally advising in all training and related matters. This included providing advice to GERUCO as an institution, the Rubber Research Associates to the nine plantation companies. The project also included an assessment and recommendations on the design of the rubber factories for effluent disposal and environmental control and the organisation of training for Vietnamese staff in these topics

Project Mongolia

Agricultural Sector Loan Programme

Review existing studies and reports on the performance of Mongolian economy since the process of transformation of the economy with particular reference to the agricultural sector. This included evaluation of the government strategies and policies of structural reforms and promotion of the private sector to assess the extent and the impact of the measures for the liberalisation of the economy, particularly related to price and market de-control and divestment of government ownership in agriculture. The Consultant’s duties were to review the existing studies and reports on the progress of the Mongolian economy since the start of its transformation; to evaluate the proposed Government strategies and policies for structural reform and to assess the extent and impact of the measures for liberalisation of the economy. The Development Economist was responsible for: the identification of policy issues and the administration and financial constraints to sustainable agriculture development; the development of an agricultural sector programme including an agenda of policy, institutional and financial reforms; the identification of the technical assistance requirements for implementing and monitoring the programme and for strengthening the agricultural sector institutions and human resource development; the development of a mechanism by which the Government and the Bank could monitor and evaluate the implementation and the impact of the policy and institutional reforms under the Programme.

Project Mongolia

Tacis Coordinating Unit

The aim of this project was firstly to assist the Government of Mongolia in the process of reform and the transition to a market economy through the TACIS programme. Secondly, to establish and implement a sustainable long-term development strategy in the areas of: Human Resource Development, Enterprise Restructuring and Development, Agro-processing and Energy.

The assistance concentrated in sectors in geographical areas in which the EC could play a key role in the continuation of the reform process. The programme focused on human resources development; enterprise restructuring and development; energy, including nuclear safety; food production, processing and distribution. Mongolia received a budget allocation of €8 million from the 94/95 TACIS funds

Project Georgia

Integrated Technical Assistance to Georgian Agriculture

Landell Mills Ltd worked in a joint venture with ACE (Germany) for the implementation of a multi-disciplinary project to Georgian agriculture. The wider objectives were as follows:

To support MAFI and peripheral bodies in transformation from command to support institutions.To respond quickly and in an integrated manner to reasonable request of recipients.The immediate objectives were:To product improved/updated strategy document (masterplan) annually.To promote reform in five main areas: agricultural marketing, management, reform, farmer associations, land privatisation, agricultural training, and education.To promote emerging consultancy business in Georgia through partnership on current project.In the early phase of the project, the management team held extensive discussions with World Bank who had a similar programme under preparation. A joint approach was agreed whereby the Tacis actions were mainly of a pilot nature whereas the World Bank activities would multiply the constructive findings of the Tacis project. The Tacis strategy plan concentrated in six main areas:Improvement of incentives in AgricultureCompletion of Land Reform to support commercial and family farmingDe-monopolisation and privatisation of agroprocessingRestructuring the agricultural supply, distribution and service systemsRedefinition of the role of Government in Agriculture and restructuring public administrationPromotion of appropriate technical and financial skills at farm level

Natural Resources Adviser to JAU

Landell Mills provided the services of an economist and agriculturalist to assist the JAU in monitoring of existing initiatives in Central and Eastern Europe as well as screening incoming proposals for development. Tasks included:

drawing up Terms of Reference for identification, appraisal and monitoring missions participation in reviews of projects in partnership with the Natural Resources Adviser; andprofessional liaison with the Phare, Tacis, IBRD and IFC at country level

Gdansk and Wroclaw Market Development Feasibility Studies

Landell Mills Ltd assisted the prime contractors - Halcrow Rural Management of Swindon, UK - in preparing the feasibility study and conducting negotiations with all interested parties. The following findings were published following the consultancy inputs :

the wholesale market company is incorporated as a joint stock companythe region is urbanised with 1.45m in the voivodship with good communicationsthe project has local Government support (infrastructural linkage) phased development recommended fruit, vegetables and flowers followed by meat, fish, dairy with an estimated training space at full development of 35,000m2the site areas amounted to 56.8hamarket management staff of 32 was proposedlegal issued could be clarified (planning permission, market fees, environmental protection, food legislationfinancial and economic analysis showed robust rates of return with benefits to the economy as a whole with fairly low risksthe study demonstrated this as an attractive opportunity for investors, trading and distribution companies

Agricultural Sub-Sector Policy Studies

A team of LML consultants worked with the Agricultural Economics Institute of Prague to study the policies affecting various sub-sectors and the performance of these sub-sectors in relation to EU and world averages. The intention was to facilitate the movement of policies towards convergence with the EU-CAP, bearing in mind the latter’s recent and likely future reorientation. The sub-sectors included in the study were those of meat, milk, fruit and vegetables, sugar, oilseeds and cereals. The study involved the collection and interpretation of production and processing data from the EU and the CR; the review of EU and CR policies; and identification of areas for policy change

Cereal Sector Reform

As part of an understanding between the EU and the three Caucasus countries of Georgia, Armenia and Azerbaijan, it was agreed that the proceeds of food aid sales (mostly grain and vegetable oil) would be banked as counterpart finds and employed, under the supervision of a Board of Approval, in targeted support to the agricultural sector – and in particular the cereals subsector. Key tasks of the four-specialist team were to:

Identify the grain storage/milling/bread producing organisations to build an awareness of current grain purchasing, collection storage mechanismsPrepare a full data base of the grain and bread pricing market mechanisms and structuresHold discussions with Ministry of Finance, Central Bank and other relevant institutions to determine possible institutions for administration of CPF credit linesLiase closely with Food Aid Monitors to determine effective accounting and control measures for transfers of Counterpart FundsIdentify private farmers associations, state input supply organisations and private entrepreneurs to determine possible mechanisms for provision of input suppliesLiase closely with ongoing Tacis projects and those of other multilateral and bilateral donors in each country to determine experience and possible linkagesDevelop proposals for the establishment of (i) credit lines for traders and private farmers (seasonal); (ii) procedures for vetting and selection of potential credit recipients, traders and institutions; (iii) procedures for loan approval, and (iv) procedures for loan supervision and repayment
