Model Privatisation of St. Petersburg Agrarian University Experimental & Training Farm

As lead company of a Consortium of British Companies, Landell Mills Ltd, in cooperation with the St. Petersburg Agrarian University implemented the privatisation of a 1200 hectare farm and providing on-farm expertise to transform the farm into a viable commercial operation. Landell Mills Ltd secured the interest of a number of British companies and institutions in long-term investment.

Isalo Protected Areas/Park Management

Landell Mills Ltd developed management guidelines and plans to ensure to ensure sustainable development of Isalo National Park for ecotourism and economic development of selected buffer zones whilst simultaneously conserving biodiversity, ensuring environmental integrity and protecting the rights and customs of indigenous peoples who want to continue to thrive in the area. A comprehensive inventory of floral, faunal and timber diversity as well as population dynamics and human ecology assessment has been made in the area. Further outputs of the project were a balanced environmental charter by which management performance was measured.

Training for Women Employers in Small Business

“Training for Women Employers in Small Business” offered a training programme on employment issues to women with small businesses in the Warminsko-Mazurskie province. The project was implemented by Landell Mills with a team of five local trainers.

The project increased women small business owners’ knowledge of employment issues (recruitment, employment incentives, training, and productivity) to help them hire new employees and contribute to the reduction of unemployment in Warminsko-Mazurskie.

Glogow Irrigation Project Feasibility Study

Landell Mills conducted an identification mission to examine the feasibility of agricultural intensification on 1000 ha adjacent to a waste-water treatment facility. The main objectives of the study were:to prepare a business plan for a project irrigating approximately 1000 ha of farmland with waste water and nutrients to be provided from a "new waste water reclamation and reuse system; to identify the most suitable crops to be grown on the irrigated land and give advice on crop rotation and agronomic practices to achieve the optimal yields. Also, to identify the most suitable sites, bearing in mind the soil type and topographical features; to establish the market and marketing channels for the range of crops considered for the Glogow Irrigation Project [GIP]. This will indicate the longer term market trends for the range of crops, ie price trends etc. to produce a sustainable action plan for the installation and setup of the 1000 ha irrigation scheme, providing the most appropriate organisation structure for participating farmers and state lands into the scheme. As it is anticipated that about 40% of the land is already owned by farmers (the balance being stateland), negotiations and cooperation with existing farmers is essential. Various methods of involving these owner/farmers in GIP will be evaluated and most appropriate course of action will be recommended. assess the impact of GIP on the local environment

In 1994 Phare Management Committee approved a 17 MECU multi-country programme of statistical cooperation. Lithuania was selected as the Sector Coordinator for the programme and a Programme Coordinating Unit (PCU) was established within the Lithuanian Department of Statistics.

Phare Evaluation Programme

As part of Landell Mills’ assistance to the PHARE services in Brussels, the company provided the services of an information technology specialist to assist in the evaluation of detailed offers for two EC-funded programmes: (i) the upgrading of Poland's statistical system (12 MECU), and (ii) the programme for customs transformation (15 MECU). The scope of work included :preparation of minutes of the tender opening procedure preparation of evaluation formsgeneral coordination of evaluation procedureevaluation of selection formsjustification of final selectionwriting of evaluation reportEvaluations were carried out in February and April 1994.

Suivi de onze projets de soutien d’associations de fermier au Mozambique

 L’objectif général du projet est de contribuer à accroitre les revenus des petits et moyens propriétaires par la création de partenariats efficaces entre les organisations de fermiers et les compagnies commerciales agricoles sur une chaine de valeur identifiée via :• Renforcement des organisations de fermiers sur la base d’identification d’opportunité d’insertion dans le marché national au sein des chaines d’approvisionnement sélectionnées• Renforcement de liens commerciaux viables entre les groupes de fermiers et les entreprises commerciales agricoles en se basant sur une analyse de la chaine de valeur et en prenant en compte les besoins en approvisionnement du partenaire commercial • Amélioration du volume, de la qualité et des opportunités de production d’associations ciblées de manière à ce qu’elles soient en accord avec les exigences du partenaire commercial. Landell Mills a été recruté dans le but de fournir à la Commission Européenne un point de vue neutre des progrès achevés sur ces onze projets en cours. Plus particulièrement, les interventions de Landell Mills sont de deux ordres :• Suivi des progrès et performances des onze projets incluant un usage approprié des fonds en évaluant l’efficience, l’efficacité, l’impact potentiel et les possibilités de pérennisation de ces projets• Conseils aux bénéficiaires des subventions sur les mesures à prendre afin d’améliorer les performances du projet
