Junior and Senior Health Experts – Burundi

Landell Mills is looking for one Senior and one Junior Expert on Health and development for a prospect project in the field of Agriculture and Health in Burundi. A full Terms of Reference has not been finalised yet, but we are already collecting applications from interested candidates.

Minimum requirements are a Master or PhD in Human Health and related fields, at least 5 and 10 years of experience - for Junior and Senior respectively - in the health sector and previous experience in similar positions/projects.

Previous experience in Burundi or at least in the Region will be considered as a strong advantage, but this has to be coupled with international experience in other developing countries.

The procurement process for the project is expected to be announced in July 2018 with a starting date towards the end of 2018. The project duration will be 3 years and the anticipated level of effort is 80 days/year for the Senior position, based in Bujumbura and 200 days/year for the Junior, based in Bujumbura but with frequent trips to provinces.

Financial and administrative assistant to the NAO and the Directorate of Development Partners Coordination in Namibia

Landell Mills has been shortlisted to tender for a contract to provide long-term technical assistance to the 11th EDF National Authorising Officer (NAO) / National Planning Commission (NPC) Support Programme in Namibia. Three experts are required.The third key expert will be a Financial and administrative assistant to the NAO and the Directorate of Development Partners Coordination.

The Financial and administrative assistant must have a taught Bachelor’s degree in development, economics, administration, management, logistics, finance or another directly related discipline. S/he must also have at least five years post-qualification experience in finance or administration, as well as at least 3 years of demonstrated experience in implementing projects using EU or other development partners' financial systems and procedures. In addition to this, s/he must have at least 3 years of experience in archiving and document management.

Technical Assistant to the Directorate of Monitoring and Evaluation in Namibia

Landell Mills has been shortlisted to tender for a contract to provide long-term technical assistance to the 11th EDF National Authorising Officer (NAO) / National Planning Commission (NPC) Support Programme in Namibia. Three experts are required. The second key expert will be Technical Assistant to the Directorate of Monitoring and Evaluation in Namibia.

The Technical Assistant must have a Master’s degree in economics, statistics, social sciences, monitoring and evaluation or another directly related discipline. In addition to this, s/he must have at least ten years post-qualification experience in project cycle management in developing countries. S/he must have post-qualification experience in the design and development, the roll-out and implementation and the operation of at least two M&E systems for measuring multi-sectoral policies involving a number of line Ministries at national level. S/he must also have three years post-qualification experience in the capacity building of key M&E stakeholders in order that a system becomes self-managed.

S/he must have at least ten years post-qualification experience in project cycle management in developing countries, as well as a minimum of five years of post-qualification experience of providing assistance directly to an NAO or RAO. In addition to this, s/he must have 5 years post qualification experience in implementing projects using EU and/or EDF procedures which must include; programme estimates, grants and service contracts.

Internal Audit Expert for the implementation of the project 'Institutional Capacity Building of the Indian Ocean Commission'

Landell Mills has been shortlisted to tender for a contract to provide technical assistance (TA) for the implementation of the project ‘Institutional Capacity Building of the Indian Ocean Commission (IOC)’. Four experts are required. The Internal Audit Expert will be responsible for supporting IOC in strengthening its internal control and audit systems and bringing it to international standards. His/her mission will mainly focus on strengthening the Internal Audit function of the IOC General Secretariat.

S/he must have a Master’s degree in audit, accounting or a professional qualification or 15 years of relevant professional experience in the field; excellent written and verbal command in English and French; be specialised in internal audit and/or internal control; have at least 10 years of working experience in the area of audit at management level; have 5 years of working experience in capacity building and training, and have a very good knowledge of International Audit Standards (IAS).

Project Management Expert for the implementation of the project 'Institutional Capacity Building of the Indian Ocean Commission'

Landell Mills has been shortlisted to tender for a contract to provide technical assistance (TA) for the implementation of the project ‘Institutional Capacity Building of the Indian Ocean Commission (IOC)’. Four experts are required. The Project Management Expert will be responsible for supporting IOC in improving the efficiency of the IOC Secretariat in managing projects. The Project Management Expert will report to the Team Leader.

S/he must have a Master’s degree in management, economics, or acceptable qualification in a related field and/or 15 years of relevant professional experience in the field. An excellent written and verbal command in English and French is essential as are excellent interpersonal and communication skills. In addition to this, s/he must have at least 10 years of working experience in the area of project management and at least 5 years of working experience in capacity building and training. S/he must have working experience of at least 5 years in the monitoring and evaluation steps of the project cycle.

S/he will mainly focus on strengthening the Administration and Finance function of the IOC General Secretariat. The Financial Management Expert will report to the Team Leader.

S/he must have a Master’s degree in finance, accounting or a professional qualification from a recognised institution or an acceptable qualification in a related field and/or 15 years of relevant professional experience in the field. An excellent written and verbal command in English and French is essential, as are excellent interpersonal and communication skills. In addition to this, s/he must have at least 10 years of working experience in the area of finance management or accounting at management level and at least 5 years' working experience in capacity building and training. S/he must have working experience of at least 2 years in the development of financial management systems and procedure manuals and drafting of financial rules.

Four experts are required. The Team Leader will support the IOC in bringing the change process of the IOC General Secretariat towards institutional strengthening. S/he will be responsible for the coordination of the overall implementation of this service contract and for providing direct technical support. S/he will be responsible for the delivery of the contract results and for making the most effective use of resources available.

S/he must have a Master’s degree in economics, management or public administration or an acceptable qualification in a related field and/or 15 years of relevant professional experience in the field. An excellent written and verbal command in English and French is essential as are excellent interpersonal and communication skills. In addition to this, s/he must have at least 10 years of working experience in conducting institutional reforms and re-engineering of business processes and at least 5 years' working experience in capacity building and training. S/he must have worked for at least 5 years as team leader/project manager for projects of similar complexity and have at least 2 years' working experience in managing or directly involved in capacity building in areas related to EU pillar assessment.
