Organisation and Management of Foreign Aid to Polish Agriculture

A Senior Development Adviser reviewed current status of aid coordination. International aid (multilateral and bilateral) to Polish agriculture has been coming from several sources and various agreements with major donors have given rise to similar services and entities serving the Ministry. These include EC, WB, USDA, Commission Mixte Franco-Polonaise, FAO and others. The multiplicity of involved parties has led to the need for definition and coordination. Landell Mills Ltd carried out a critical review and an evaluation of the situation created by the various sources of aid and the present modus operandi.

Taking into consideration MAFE's strategy of restructuring and development for the agricultural and rural sectors, the review covered a clarification of the respective responsibilities of existing units:

in their relationship with the various donors, and in coordinating their activities with the national and foreign executing agencies inside and/or outside MAFE.The review also described the tasks and human resources needed to implement and manage the programmes agreed upon as well as the role of an expanded Department of Foreign Economic Cooperation and its links with other units related

Agricultural Support in Rostov

The Know How Fund and the International Finance Organisation have initiated project activity on land privatisation and farm restructuring in Rostov Oblast. LM provided an agricultural consultant to help build up confidence of the administration and support the farm members in their reorganisation decisions, to back up the strategic advice from the main project agricultural consultants based in Moscow. The adviser was resident in Rostov and submitted comprehensive monthly reports to KHF and IFC

Private Farmer Support Programme

Landell Mills Ltd were requested to participate in a World Bank appraisal mission to Bucharest to advise on measures to support investment in the private framing sector. Specific duties involved advising on the possibility of establishing a market information system which would, amongst other functions, inform farmers of daily prices of agricultural products. Proposals were elaborated for staff recruitment and a financial proposal was prepared compatible with EC-PHARE procedures.

Regional Agricultural Reform Programme I

A team of 30 specialists fielded over 2 years to promote local cereal production and trade. The key elements were:

Mid-Term and Final Reviews of the Second Cycle of the 2 year Food Security Programme 2002 in favour of Kyrgyzstan

In the framework of the FSP, the European Commission acting on behalf of the European Community decided in 2002 to allocate a EUR 20 million grant in favour of the Kyrgyz Republic for budgetary support on the period 2004-2005 [FOOD/2002/002-368].

An important general condition for the mobilisation of this support is the satisfactory implementation of the macro-economic programme agreed with the IMF and World Bank.

The project is formed by two missions to Kyrgyzstan. It reviews the mid-term period of the second cycle of the 2002 Food Security Programme in favour of the Kyrgyz Republic after the release of the first three instalments.

Smallholder Irrigation Scheme

As sub-contractor to a company of civil engineers, LM assisted in the identification and socio-economic surveys for an irrigation scheme in Masailand. The principal project was the development of a hydro-electricity dam and the sub-project was the development of uses of the waters from the dam. The LM team prepared an agricultural plan and irrigation scheme which would develop marginal land and extensive farming methods into a smallholder irrigation scheme.

Food Sector Objectives and Plans

Landell Mills Ltd in association with Centre for Economic Reform and Transformation (Heriot Watt University) undertook a short assignment to assist the UK Joint Assistance Unit gain an appreciation of the food production and distribution sectors in Russia and review the activities of other donors in order to develop its own objectives and plans for providing assistance to the food sector.

Issues included price liberalisation, production subsidies and directed credit, land reform, farm restructuring and privatisation, input supply including extension and credit and food distribution (including wholesale & retail markets). The research findings were summarised at a seminar attended by ODA consultancy groups and commercial companies in the food business

Environmental Impact of Tourism development on Marine ecosystems study

In 1994, Landell Mills Ltd was sub contracted by Doxiadis to undertake a study of the South Western coastal lagoons of Mauritius. The aim of the environmental impact of tourism development on Marine ecosystems study was to assess the potential impacts of tourism and to identify specific aspects of possible sector use conflict in the area. Of particular interest were areas of beach used for water resources and recreational activity that these impacts would affect. At the end of the study, a report was prepared that highlighted the immediate dangers of present pollution levels on the environment for future tourism and residential/business planning strategies.

Pilot Regional Privatisation Project – Industrial Component (Gas Analysers & Other Products)

This study examined ANALITPRIBOR, the largest producer of gas analysis instrumentation within the Confederation of Independent States supplying the key industries such as gas and oil industry, ferrous metals industry, automotive industry and others. Its present share of the market at the time of the study was around 70%, but the disintegration of COMECON had reduced the exports to only 2-3% of the whole production capacity. The plant operated on the principle of self-sufficiency, subcontracting only a very small part of its assemblies and components. The total workforce numbered 3200 employees. The principal conclusions included:

Analitpribor was an attractive enterprise monopolising the entire Russian market and represented relatively high level of technology. The potential market comprising the oil and gas industry, metallurgical industry, power generation, chemical industry and automotive industry was very large. There was also a possibility of renewing contacts with the former customer base throughout Eastern Europe. Analitpribor had well-educated and skilled employees but was probably considerably overstaffed by western standards. The plant management was dynamic and knowledgeable with a clear sense of direction as regards new products and technologies. Quality assurance procedures were in place and left little to be desired. An injection of new technology would lead to vast improvement in this area.

Model Privatisation of St. Petersburg Agrarian University Experimental & Training Farm

As lead company of a Consortium of British Companies, Landell Mills Ltd, in cooperation with the St. Petersburg Agrarian University implemented the privatisation of a 1200 hectare farm and providing on-farm expertise to transform the farm into a viable commercial operation. Landell Mills Ltd secured the interest of a number of British companies and institutions in long-term investment.
