From policy to practice: field assessments underway across Nigeria

As part of our UK Partnering for Accelerated Climate Transitions (PACT)-funded project Developing a Structured Approach for Healthcare Electrification in Nigeria, the Landell Mills team has been conducting comprehensive site assessments and feasibility surveys across Nigeria’s six geopolitical zones.

A total of 24 healthcare facilities have been selected and assessed – comprised of six tertiary hospitals, six secondary facilities and twelve primary healthcare centres – with a balance across rural and urban locations. States visited include Gombe in the North East, Kano in the North West, Plateau in the North Central, Enugu in the South East, and Ogun and Lagos in the South West.

The site selection process ensured:

  • geopolitical representation across all six zones
  • coverage of all three tiers of the health system
  • alignment with national electrification priorities
  • consultation with the Rural Electrification Agency, the Federal Ministry of Health and Social Welfare, the National Primary Healthcare Development Agency, Movement of the People, the European Union, and other healthcare electrification-related partners

The assessments are generating updated, evidence-based insights into the current energy landscape within Nigeria’s health sector, helping to identify sustainability gaps related to electrification of the health sector, and strengthening data-driven planning for the forthcoming Healthcare Electrification Framework (HEF).

Beyond the technical assessments, these visits have been about listening. Our team has met nurses delivering care during outages, doctors managing equipment constraints, healthcare workers safeguarding vaccines, community leaders supporting facilities, and local business owners whose livelihoods depend on reliable power. These conversations have reinforced that reliable electricity is not just infrastructure, but foundational to safe healthcare and climate-aligned development.

The insights gathered will directly inform sustainability modelling, investment planning, and long-term operations and maintenance strategies under the HEF.
